EXECUTIVE SUMMARY Mounting regulatory pressure, scarcity of competent personnel, and significant budgetary problems are leading more and more communities to consider private-sector contract operations and maintenance (O&M) of water and wastewater facilities.
CEQ regulations (40 CFR § ) state that the qualifications, experience, and professional disciplines of the persons who are primarily responsible for preparing the EIS document or technical papers that support the document must be listed in the EIS.
The list should also indicate the portion of the EIS that the individual prepared. The USDA Contracting Desk Book is intended to be a depiction of departmental and subagency/mission area acquisition regulations, policies, procedures guidance and information.
